The question, which I don't think has been responded to, is simple:  Is handing out shirts and hats good development? and Does it contribute to "alleviating the root causes of poverty"? If so, how?
I'll be honest, I've never heard from anyone in development say that clothing distributions are an effective way to help alleviate poverty...
